David Rogers
Co-opted Trustee 2026

Biography
Originally from the Wirral, I have lived in Scotland for most of my life. I retired in 2024 after more than 30 years as a civil servant, including stints on environmental and housing policy and in 1997-99 on the legislation to establish the Scottish Parliament. I was the Scottish Government’s Constitution and Cabinet Director from the lead-up to the 2014 independence referendum through to the Covid pandemic and beyond. I now hold honorary academic roles at Edinburgh and Strathclyde Universities.
Before joining the civil service, I had a short first career as a geologist, including research on the Old Red Sandstone around the Moray Firth and in Orkney. I am a member of a range of environmental organisations and after many years of competing in, and organising, fell races and half a century of hillwalking in the UK and mainland Europe I am very aware of the value of the Trust’s work and am keen to make a contribution to its future.
